Summary0000119: Make all decoders use config based time tolerance
DescriptionThe time difference between subsequent input event pairs is checked and this varies per vehicle based on flywheel mass vs torque vs compression ratio, etc. Thus, it needs to be configurable. This was always the intention, however the current code uses a hard coded value per decoder. This should be adjustable and tunable for different setups.

For Yoshifab Volvo: current values as successfully used cranking his car were 500 and 2000. Translate that to final format.

Most of this work was done several days ago. I just came across this and checked and found one outstanding change, did that, and am now closing this.
